Question #1:  Institutionalize the course?

What I mean by "institutionalize" course:

• Course designed with a philosophy and structure that all faculty members—or at least all potential instructors—can buy into if assigned to teach the course.
• Instructors may and are encourage to modify aspects of the course to put their own stamp on the course, while leaving the general philosophy and structure unchanged.
• Materials and activities need to be organized such that preparation time is comparable to teaching a lecture course.
• New instructors will receive support for making the transition.
